The top priority of the Moraine Valley Police Department is to foster and promote a safe environment for all students, faculty, staff, and community members while they are on campus. Moraine Valley police officers are on campus 24 hours a day, seven days a week. They have years of experience in police work and are properly equipped and trained to maintain a safe and welcoming campus.
Anyone who feels unsafe while on campus should contact the Police Department immediately. We are here to help. Feel free to contact us in the following ways:

- If an immediate threat exists, please dial 911. Another police department will answer the call, and they will transfer you to the Moraine Valley Dispatch Center.
As Chief of Police at Moraine Valley, we are vigilant about safety. At this time of understandable tension and unease, we have increased staffing levels to support our campus community. We are in regular communication with Illinois State Police and other public safety agencies to assess any potential concerns, and we are coordinating with other departments to share information.
As of now, we have no incidents or reports of violence or threats on campus. That said, if you learn of a threat, feel unsafe, or need to report an emergency, immediately call the Police Department or contact me with your concerns at 708-974-5555.

Guidance for responding to Immigration and Customs Enforcement (ICE) and/or Customs and Border Protection (CBP)
We understand immigration-related inquiries can cause uncertainty and concern for students and employees at 好色先生. In the event you receive any inquiries from law enforcement and/or immigration officials related to your immigration status, do not respond to the inquiries directly. Here are a few steps you can follow to respond to inquiries related to immigration status:

- Remember your rights, regardless of immigration status, including the right to remain silent and the right to refuse entry without a valid judicial warrant
- Exercise FERPA (a federal student privacy law), which protects student information

- Confirm whether or not you are a student
- Release your information, the information of other students or the information of Moraine Valley employees
- Make yourself available for an interview
- Answer any questions or grant agents access to any campus buildings or facilities

Moraine Valley employees should refer more complex or specific inquiries to their vice president.
Generally, state and federal law, in addition to college policy, prohibits colleges from disclosing student information, such as student鈥檚 immigration status, that alone or in combination with other information, can identify a student, unless a student has provided written consent. Only under limited circumstances, such as when a court order is provided or if deemed necessary for the protection of health and safety, would a college be required to provide student information without prior written consent.
Preventing violence and supporting safety and well-being are the responsibilities of all college community members. Campus safety increases through community members identifying behaviors that are concerning or may pose a potential threat and reporting those concerns in a caring and timely manner. Per the Campus Security Enhancement Act of 2008 [110 ILCS 12], the Campus Violence Prevention Plan includes information about resources, policies, and procedures to assist in protecting your safety and well-being. The plan affirms the college’s zero-tolerance policy for violent and aggressive behavior on campus.
It is the policy of this department to provide support to the Moraine Valley Communities located at the Palos Hills, Blue Island and Tinley Park Education Centers in relation to Board Policy #6539- Concealed Carry and IL. Public Act 98-0063
As provided by statute, persons who have been issued a Concealed Carry permit by the State of Illinois will be required to follow those provisions provided by Board Policy #6539 restricting person鈥檚 access to firearms on all 好色先生 campuses.
好色先生 has been designated as a 鈥淧rotected Area鈥� by statute and prohibits the carrying of any concealed firearms on any owned or leased facility operated or control by 好色先生, by persons designated as 鈥淣on-Law Enforcement鈥�.
Board Policy #6539 also restricts the carrying of Firearms in any Campus owned or leased vehicles by persons designated as Non-Law Enforcement. As provided by statute all weapons must be stored within the owners vehicles or lockers provided within the lobby of the Moraine Valley Police department on the Palos Hills campus. Those possessing weapons at the Tinley Park campus must store them within their locked vehicles or surrender them to the 鈥渙n duty鈥� Moraine Valley police officer for safe storage. Attendees at the Blue Island Center may store their weapons within their personal vehicle in those public parking areas near the campus, but may never enter the building while armed.
Persons who violate these procedures are subject to arrest and expulsion / termination from the 好色先生.
好色先生 maintains 15 parking lot areas adjacent to its campus buildings and facilities, with a total of over 4,000 parking spaces. During the first few weeks of each semester, these lots reach near-full capacity, so it is always advisable to arrive early when possible.
Several of the parking lot areas have posted 鈥淔aculty Reserved Parking鈥� and 鈥淎dministrative Parking鈥� spaces. Faculty members are required to purchase a special parking permit each semester for the privilege of utilizing these spaces. Please observe all of the designated 鈥淣o Parking鈥� areas and be considerate of the faculty members of the college when parking.
Individuals who violate the faculty permit-only and administrative parking areas as well as any 鈥淣o Parking鈥� zone will be subject to a $30 fine and $35 for overdue tickets.
Special handicap parking spaces are reserved at several locations nearest to the campus buildings. Use of these spaces is restricted to individuals who are truly disabled and their vehicles display one of the following:
- The official disabled state license plates
- The official state-issued disabled parking window placard
Individuals who violate the disabled parking regulations or who improperly use any official disabled parking license plate, placard or permit will be subject to a state-mandated $250 fine.
The speed limit on Moraine Valley鈥檚 1.4-mile-long perimeter road is 20 MPH at all times.
The speed limit on Moraine Valley鈥檚 parking lot areas is 5 MPH at all times.
In the event that you should become involved in a traffic accident on the campus property, you must report this as soon as possible to the Moraine Valley Police Department so that the appropriate Illinois State Traffic Crash Report can be completed by one of our officers per State of Illinois and insurance regulations.
Please drive carefully and defensively.
The Moraine Valley Police Department supports and trains departmental staff in the concepts of the National Weather Service Storm Ready principals. Each year we provide training and drills supporting the concepts of self-readiness. Students and staff should be aware Moraine Valley is a 鈥淪helter in Place Facility鈥� in severe weather situations. Please look through our website and be aware of your safe evacuation/shelter places on campus along with our disabled person evacuation person policy.
Signs are posted on all shelter areas within the campus.
Each year across America, there are on average 10,000 thunderstorms, 5,000 floods, 1,000 tornadoes, and six named hurricanes. Additionally, about 90 percent of all presidentially declared disasters are weather related, leading to around 500 deaths per year and nearly $14 billion in damage.
The can help you be better prepared to save lives during threatening weather through better planning, education, and awareness. It also will help you determine how your own hometown can be affected by the ravages of severe weather.
The Moraine Valley Police Department provides primary first responder service to the college community on our main campus in Palos Hills, the Education Center at Blue Island, and the Southwest Education Center in Tinley Park.
Power outages, fires, building failures, hazmat situations, and weather-related evacuations and closings are the primary threats on our campuses. We ask students and staff to remember that Moraine Valley is protected by a fully trained police department and has adopted a 鈥淪helter in Place鈥� philosophy at the college.
In an emergency, the college police department will communicate through our integrated public address system that covers all common areas within the college, email and our mass text message notification system.
Under most circumstances, we will ask all persons to take shelter in the buildings they are in and follow directions of the campus police and building captains located within the buildings. Building captains can be identified as those persons wearing bright green vests that state 鈥淏uilding Captains.鈥� These volunteers have been trained to support the police department functions in times of emergency.
In a situation where the buildings are not safe, such as fires or building failures, those in the building are asked to follow the directions issued by the police department over the PA and evacuate to designated buildings as instructed. Community service staff, building captains and police officers will assist in the relocation of any persons who are unable to evacuate themselves.
Disabled persons who need assistance during an evacuation may be transported to the closest 鈥渞ed phone.鈥� Once contact has been made with the dispatch center, the assisting party may leave the building. The disabled person will remain in contact with police dispatch until police department staff arrives. The campus 鈥渞ed phones鈥� are located throughout all main hallways in all of the buildings. They work as a direct dial to the dispatch center and their locations are listed on our dispatch desk once they are activated.
Faculty should make sure their students who need assistance and cannot self-evacuate safely, are moved to the red phone locations and contact is made with dispatch. Once this has been completed, faculty should remove themselves and their other students from harm. Unless in the judgment of the faculty member, there is not time to contact the police department and there is an extreme immediate risk to the disabled person, evacuating disabled students or staff downstairs should not be attempted by untrained staff or students.
Lockdowns, Violent Intruders and Active shooters
While 好色先生 has one of the lowest crime rates of any public institution in the state, there are always those unknowns that occur without warning. Should a violent intruder enter one of our campus buildings, the police department will respond to intervene in the incident. Our dispatch staff will automatically lock down the exterior doors to prevent persons from moving from one building to another. You should follow police department directions and do not take it upon yourself to open doors for persons outside. Keep in mind there is no 鈥渟et look鈥� for an active shooter; it could be anyone. If you hear or see a person with a weapon, you should call campus police at (708) 974-5555, use a red phone, dial 911 on your cell phone, or hit the blue light panic buttons in the parking lots. Give your location and description of the person if you can.
If you hear what sounds like gun shots and you are not sure, remove yourself from the area and call the police if you can. If not, turn off the lights in your classroom or office, block the door with furniture and silence your phone. Do not go out into open areas. Remain quiet and vigilant. Remember, if there is a person who is trying to do harm at the college they are looking for targets. The campus police department is just moments away. When the campus police arrive, they are not there to rescue you, they are there to actively engage the offender and end the threat to you and others. Stay where you are until you are told to do otherwise. Do not run out into the hallways and approach the police officers. They do not know if you are a faculty member, a student or the person who is threatening the well-being of others.
If the police come upon you, show them your open hands. Again, they are trained to look for threats and are not sure who is a suspect. Do not move until you are told to do so. Remember to move in a coordinated, controlled manner. We should react with three survival words in our minds at all times. - Run if a safe path is available. Always try to escape or evacuate even if others insist on staying.
- Encourage others to leave with you, but don鈥檛 let the indecision of others slow down your own effort to escape.
- If you can鈥檛 get out safely, find a place to hide.
- When hiding, turn out the lights, lock doors and silence your ringer and vibration mode on your cell phone. As a last resort, working together or alone, act with aggression, use improvised weapons and fight.
Sex Offender information is available at the Moraine Valley Police Department or via our Sex Offender Policy
Effective July 1, 2015, the use or sale of all smoking and nicotine delivery systems with the exception of those certified for legal sale by the United States Food and Drug Administration for tobacco use cessation is prohibited. These prohibitions will be enforced on all leased or owned college property with the exception of those people within, or riding in, personal or non-college-owned vehicles.
Prohibited Products
Tobacco products include any lighted or unlighted cigarettes, cigars, cigarillos, pipes, hookah products, and any other smoking product, including electronic cigarettes (e-cigarettes) or vapor devices. This also includes smokeless, spit or spit-less, dissolvable, or inhaled tobacco products, as well as products containing or delivering nicotine intended for human consumption, as defined in the act.

PNTAS Alert (National Terrorism Advisory System)
A threat alert is a mindset that leads you to notice unusual or suspicious behavior/circumstances and report your observations to authorities in a logical, rational and timely manner. A threat alert is not intended to induce fear and panic. People should go about their normal business while paying particular attention to their surroundings.
Depending on the nature of the threat, the Secretary of Homeland Security will decide, in coordination with other Federal entities, whether an NTAS Alert should be issued. NTAS Alerts will only be issued when credible information is available. These alerts will include a clear statement that there is an imminent threat or elevated threat.

Using available information, the alerts will provide a concise summary of the potential threat, information about actions being taken to ensure public safety, and recommended steps that individuals, communities, businesses and governments can take to help prevent, mitigate or respond to the threat.
The NTAS Alerts will be based on the nature of the threat: in some cases, alerts will be sent directly to law enforcement or affected areas of the private sector, while in others, alerts will be issued more broadly to the American people through both official and media channels.
Suspicious Behavior/Circumstances
Be aware of and report to the Moraine Valley Police Department:
- People in and around buildings who do not appear to be conducting legitimate business.
- People monitoring areas, buildings or entrances.
- Unauthorized people in restricted, sensitive or private areas.
- People requesting information with no apparent need for that information.
- People wearing clothing not consistent with the weather conditions.
- Abandoned parcels or other suspicious items left in unusual locations.
- Individuals or groups of individuals attempting to access utility locations (water, electrical, petroleum, telecommunications, information systems).
- Abandoned vehicles.
- Vehicles parked near buildings or public areas.
- Unexpected/Unfamiliar delivery trucks.
- Unfamiliar vehicles parked for long periods of time.
- Vehicles containing unusual or suspicious parcels or materials.
- Vehicles arriving and being left behind at odd hours.
- Substances leaking or spilling from vehicles.
Building/Office Security
- Don鈥檛 prop open building doors or windows. Correct these situations when you observe them.
- Account for and secure your keys. Don鈥檛 leave them unattended or give to unauthorized persons.
- Report lost keys to the Police Department.
- Account for and secure all sensitive material/information/deliveries when not able to attend to it.
- Secure all areas when not attended.
- Be aware of unfamiliar persons in your area.
- Protect access codes, combinations and swipe cards. Change codes regularly.
- Take time out to familiarize yourself with building evacuation routes.
- Report suspicious tampering with physical security (doors, locks. etc.)
- Talk with coworkers; know what is out-of-place (unclaimed items, etc.)

The Moraine Valley Police Department provides a variety of services to the staff, faculty and students within the college community. These services include, but are not limited to, the following:
- Motorized, bicycle and foot patrol of campus buildings and grounds
- Providing emergency first aid for the ill or injured. Officers are also trained in the use of automated external defibrillators (AED).
- Access and control to college buildings and facilities

The Campus Sex Crimes Prevention Act, which became effective on October 28, 2002, is a federal law that provides for the tracking of convicted sex offenders enrolled at or employed by institutions of higher education. This Act requires colleges to issue a statement advising the campus community where information concerning registered sex offenders may be obtained and makes the college responsible for providing the name, address, birth date, place of employment, school attended, and offense to any individual on campus requesting information concerning sex offenders attending or employed by the college.
The Illinois State Police maintains a list of all sex offenders required to register in the State of Illinois. This database is updated daily and can be found at . The 好色先生 Police Department also maintains a sex offender list that contains the names and information for all known sex offenders enrolled at or employed by the College. This sex offender list is available for the college community to view at the 好色先生 Police Department.
Additionally, federal and state laws require sex offenders to take certain steps upon enrollment in an institution of higher education, regardless of whether their enrollment is full or part time. Pursuant to the Campus Sex Crimes Prevention Act, individuals are required register as a sex offender in the jurisdiction where their residence is located and in the jurisdiction where the college they attend is located. In order to comply with federal and state registration requirements related to college enrollment, a sex offender must register within five days of attendance at a college by reporting in person to the Campus Police Department. Students who fail to register their status as sex offender are in violation of the registration act and face arrest and expulsion from the college.
Once a registered sex offender is identified as an enrollee of the college, the following procedure will be followed:
- Upon enrollment of a registered sex offender, the Dean of Students or her designee will meet with the college鈥檚 Police Chief or his designee to review the student鈥檚 class schedule and determine which restrictions should be put in place.
- After determining the appropriate restrictions for a particular student, the Police department will contact the registered sex offender student for a meeting to discuss the restrictions which will be in place while the student is on the college鈥檚 campus.
- During the meeting with the Police Chief (or his designee) and the registered sex offender student, Police Department will provide the student a written letter containing the restrictions the student must abide by while on the college鈥檚 campus and will discuss each restriction verbally with the student. During this meeting, the student will also be advised that his/her failure to comply with the restrictions outlined in the letter may result in denial of enrollment, access to campus and /or the decision to initiate police action against them by the college police department.
- If a sex offender student is enrolled in a college class along with a student who is under the age of 18, the Dean of Students will notify the instructor of the class of the student鈥檚 status as a sex offender. The Dean of Students will also determine if there are other college staff members who need to be notified of a student鈥檚 status as a registered sex offender in order to protect persons under the age of 18 on the college鈥檚 campus. In some circumstances, the registered sex offender may be required to enroll in a course section that does not contain minors.
- The Police Chief or his designee will notify the Director or the Moraine Valley Children’s Learning Center and any other college program solely serving students under the age of 18, of all registered sex offenders enrolled in or employed by 好色先生.
- The college鈥檚 Police Department will maintain a database of all registered sex offender students and employees. The database will contain identifier information as outlined in the Campus Sex Crimes Prevention Act. This information will be available for review by any person requesting information on registered sex offenders enrolled or employed by the college.

Blue emergency telephones are located in each of the college鈥檚 parking lots. When the red button is pressed on these poles, a direct connection with the Moraine Valley Police Department is made.
